The „C Nine Thirteen“ is a dominant 7th chord (V7) with additional major 2nd/9th AND major 6th. As described for the C7(9) or C7(13) chord, both are chord extensions and therefore written as 9 (2 is only present in sus2 chords) and 13 (a 6 is only written if there is no 7th).

The C7(9,13) has the notes C (1), E (3), G (5), Bb (7), D (9) and A (13). The 5th is normally omitted – you’ll have a hard time to find a place on the fretboard and finger to also play it.

For application you may read was has been written for the 7(9) and 7(13) chord. The combination of the natural tensions 9 and 13 with altered tensions b9, #9 and b13 is also possible. 7(b9,13) and 7(#9,13) are very common, 7(9,b13) for sure is less common, but would for examle work in the chord progression Dm7 G7(9,b13) Cmaj7(13), if A is the highest note throughout all three chords.
